Funded by Infrastructure Canada (INFC), the Municipal Asset Management Program (MAMP) is an eight-year $110 million national initiative whose goal is to enable Canadian municipalities to manage their infrastructure assets more strategically and thereby improve the quality of public infrastructure services for Canadians in the future.

Managed by FCM, in close collaboration with provincial and territorial municipal associations (PTAs), Communities of Practice, professional and industry associations and other stakeholders, the MAMP has two complementary priorities:

reinforce municipal and local community capacity in infrastructure assets planning, management, data collection and reporting;

and generate new knowledge in municipal infrastructure management to inform federal policy and other stakeholders’ initiatives that advance asset management and infrastructure practices.

Major Purpose

  • The  Measurement and Reporting Officer is responsible for monitoring and reporting on MAMP’s results within and outside the key performance indicators by converting raw data into digestible information and visualizations for different audiences.
  • Key duties include supporting program monitoring and evaluation processes, ensuring that MAMP’s quantitative and qualitative results data is managed, analyzed and synthesized, and that reporting on the effectiveness, outcomes, and impact of the program is completed.
  • The incumbent is required to work closely with the MAMP Project Director, Managers and Data & Reporting Assistant to manage the information generated from the various initiatives and ensure that it can effectively tell the story of the achievements of the program.
Key Responsibilities
  • Ensures that outcome-level data flow, data management (cleaning and storage), data analysis (both quantitative and qualitative) are effectively contributing to knowledge translation for key decision-making and learning-related input points (e.g. meetings, quarterly retreats, donor reporting, etc.).
  • Performs deep dive analysis of historical and current data to determine/detect key correlations and trends and uncover opportunities and insights.
  • Identifies, analyzes, and interprets trends and patterns in complex data sets and creates reporting tools such as visual dashboards, presentations and reports.
  • Undertakes the identification of insights and lessons-learned in the measurement of program results and integrates these into program management and in support of external communications
  • Ensures that MAMP’s monitoring and evaluation systems and practices are robust in their tracking, analysis and reporting.
  • Develops and implements systems and tools, including the Program Measurement Framework, to measure the effectiveness, outcomes, and impact of MAMP, and work with program teams, implementing partners, and funder to collect, manage and analyse MAMP results data at the output and outcome levels.
  • Work with the program teams to gather conceptual needs and collect, manage and analyze data from a wide range of sources, as well as extract best practices and synthesize findings from the various initiatives improving asset management practices in Canada.
  • Supports the Manager-Governance, Planning and Reporting to produce managerial reports and presentations demonstrating progress against MAMP’s key performance indicators as identified in the Performance Measurement Framework, including the preparation of MAMP’s Annual Work Plans and Progress Reports for Infrastructure Canada, as well as other internal and external reporting of program
  • Collaborate with the Manager-Governance, Planning and Reporting and project team to strengthen and analyze evidence for effective storytelling.
  • Contributes to wider FCM monitoring and evaluation discussions and task groups as needed.
Required Knowledge and experience
  • University degree in evaluation, statistics, economics or a research-based related discipline.
  • 5 years of progressively responsible experience in monitoring and evaluation and /or data analysis roles, including experience in research, statistical and qualitative data analysis and results-based management
  • Experience in impact measurement and evaluation utilizing a broad range of quantitative and qualitative tools and methods, including questionnaire design, combined with related experience in progress reporting to funders.
  • Experience working with a highly collaborative, dynamic team with clear performance expectations and in an outcomes-focused, real-time, client service environment.
  • Experience engaging and collaborating with diverse stakeholders related to governance processes, capacity building and project/program design and implementation.
  • Excellent oral and written communication skills. Excellent judgment, problem solving and decision-making skills
  • Excellent interpersonal, collaboration and negotiation skills
  • Advanced Knowledge of Excel
  • Knowledge of PowerBI, GEPHI, SPSS or similar software are assets
  • Knowledge of the Canadian municipal sector is an asset


The ability to work in both official languages (English and French) is essential.
